FEI Round Table Conference Participants on Rollkur/Hyperflexion - 9Feb2010 (click for larger image)
Lausanne (SUI), 9 February 2010 – Following constructive debate at the FEI round-table conference at the IOC Headquarters in Lausanne today (9 February), the consensus of the group was that any head and neck position achieved through aggressive force is not acceptable. The group redefined hyperflexion/Rollkur as flexion of the horse’s neck achieved through aggressive force, which is therefore unacceptable. The technique known as Low, Deep and Round (LDR), which achieves flexion without undue force, is acceptable.
The group unanimously agreed that any form of aggressive riding must be sanctioned. The FEI will establish a working group, headed by Dressage Committee Chair Frank Kemperman, to expand the current guidelines for stewards to facilitate the implementation of this policy. The group agreed that no changes are required to the current FEI Rules.
The FEI Management is currently studying a range of additional measures, including the use of closed circuit television for warm-up arenas at selected shows.
The group also emphasised that the main responsibility for the welfare of the horse rests with the rider.
The FEI President HRH Princess Haya accepted a petition of 41,000 signatories against Rollkur presented by Dr Gerd Heuschman.

The Federation Equestre Internationale (FEI), founded in 1921, is the international body governing equestrian sport recognised by the International Olympic Committee (IOC) and includes 133 National Federations. Equestrian sport has been on the Olympic programme since 1912 with three disciplines – Jumping, Dressage and Eventing. It is one of the very few sports in which men and women compete on equal terms. It is also the only sport which involves two athletes – horse and rider. The FEI has relentlessly concerned itself with the welfare of the horse, which is paramount and must never be subordinated to competitive or commercial influences.
The FEI Clean Sport Commission is chaired by Prof Arne Ljungqvist (SWE), IOC member and Vice President of WADA. It was established in November 2008 at the General Assembly and has been tasked to continue the work initiated by the FEI Anti-Doping & Medication Taskforce and recommend a practical course of action aimed at establishing the best possible system to prevent the use of prohibited substances or methods in or on competition horses because of their potential to enhance performance in competition or their masking potential, while ensuring horse welfare at all times.
In order for the Commission to carry out its tasks four focus groups have been established with specific Terms of References. The Working Groups (WGs) include members of the Commission as well as experts in the field representing different stakeholders.
- Laboratory Working Group: was asked to examine issues related to analysis of FEI samples and how these complied with FEI policy.
- Legal Working Group: was tasked at looking at the current Anti-Doping and Medication Control Rules and how they might be amended, and the evidentiary issues.
- List Working Group: reviewed issues related to the Equine Prohibitive List and associated Therapeutic Use Exemption (TUE) matters, and how substances should generally be categorized.
- Communications & Education Working Group: was asked to establish a work plan which would help get the message out to the audiences concerned.
The Clean Sport Commission met in Lausanne (SUI) on the on 6 March 2009 and reviewed the recommendations and deliverables of each Working Group. A consensus was reached. The Commission’s recommendations were presented to the FEI Bureau and have been approved in principle. This document will shortly become public.

KENTUCKY HORSE PARK ANNOUNCES CONSTRUCTION OF MORGAN HORSE PAVILION
LEXINGTON, KY (August 18, 2009) – The American Morgan Horse Institute (AMHI) has signed a 99-year lease with the Kentucky Horse Park for the site on which the 22,000-square-foot, three-story Morgan Horse Pavilion will be constructed. The Pavilion will be the 34th member of the Kentucky Horse Park’s National Horse Center – an equine office park for regional, state and national equine organizations. The AMHI headquarters will remain in Vermont.
“The Kentucky Horse Park facility is a wonderful opportunity for the Morgan horse community to showcase our beautiful breed,” said Bob Morgan, AMHI president and member of the Kentucky Horse Park Foundation Board of Directors. “Opening our pavilion in concert with the World Equestrian Games gives us a unique opportunity to publicize the horse we love to a worldwide audience.”
John Nicholson, executive director of the Kentucky Horse Park stated, “Our National Horse Center continues to draw the finest equestrian organizations to the Kentucky Horse Park, bringing jobs, capital, and revenue into the Commonwealth of Kentucky. The Morgan Horse Institute is the most recent national organization which has chosen to have a strong presence here, and we are honored and excited to have their Morgan Horse Pavilion at our facility.
“The Pavilion will also add to the park’s ability to attract more tourists to Kentucky. The Morgan horse has a rich and noble history, and we look forward to sharing that history with tens of thousands of park visitors each year.”
The Pavilion has been designed by Yum Kee Fu. Mr. Fu, owner of Winchester, Kentucky-based Dragonsmeade Farm, donated his architectural services. Morton Building Corporation is the general contractor and builder. The focus of the building will combine the educational with entertainment within the context of a “green” facility based on geothermal principles; Solar Design of Louisville, Kentucky is the solar designer.
“The open, airy, elegant design will house exhibits with a family-oriented, interactive, educational approach,” said Elaine Galatz, Chair of the Pavilion Committee. “The Committee is thrilled to see its vision becoming a reality to share with Morgan horse lovers and those new to our breed.”
A groundbreaking ceremony will be held at the park on August 28 at 10:30am. Construction will begin in September and will be completed for the 2010 Alltech FEI World Equestrian Games.
